PROBLEM TO BE SOLVED: To provide a laminated plane heating element in which a resistive heating element is hard to be disconnected, and in which an insulation treatment is not required regardless of the number of folded-back laminated layers and its manufacturing method. SOLUTION: The resistive heating element consisting of metal foils formed in a zigzag shape from a plurality of straight line parts in parallel with each other and a coupling part in which the straight line parts are coupled with each other is covered with insulating films from a vertical direction, and lines for intersecting the straight line parts of the resistive heating element are laminated by being folded back as folding-back lines.
