PROBLEM TO BE SOLVED: To reduce operation burden of an operator and materialize departure of a vehicle as the operator intends. SOLUTION: An engine ECU includes a demand torque 1 calculator 300 and a demand torque comparison operator 302. The demand torque 1 calculator 300 receives detection signal corresponding to operation quantity of an accelerator pedal from an accelerator position. The demand torque 1 calculator 300 calculates demand torque 1 from input detection signal and a map indicating predetermined relations between accelerator opening and output torque. The demand toque comparison operator 302 compares demand torque 1 input from the demand torque 1 calculator 300 and demand torque 1 corresponding to final assist torque and outputs larger torque as demand torque.
