PROBLEM TO BE SOLVED: To provide an activating agent which is used in a hydraulic transfer process and can hardly give rise to a defect on the surface of a hydraulic transfer medium, even in the case wherein part constituting the surface layer is a curable resin layer containing a polyester resin. SOLUTION: The activating agent composition is used for activating a transfer layer of a hydraulic transfer film. The transfer layer has a curable resin layer cured by exposure to active energy radiation or heating and containing at least one (meth)acrylate selected from the group consisting of urethane(meth)acrylate, epoxy(meth)acrylate and polyester(meth)acrylate and a polyester resin. The activating agent composition is an organic solvent containing 0.01 to 2% nonionic surfactant.
