<P>PROBLEM TO BE SOLVED: To provide a crystal oscillating plate and its manufacturing method which improves confinement precision, and at the same time, improves productivity. <P>SOLUTION: In the crystal oscillating plate, a piezo-electric vibration region of a rectangular shape which excites a desired frequency is thinner than a periphery, and the periphery of an outer peripheral shape and the piezo-electric vibration region part are integrally formed. The oscillating plate is provided with an electrode for excitation on front and rear main planes of the piezo-electric vibration region part, a lead-out electrode being led out from the electrode for excitation through the reinforcement part, and a case connection electrode which is electrically connected to the lead-out electrode which is formed near front and rear periphery parts in a side among periphery sides of the reinforcement part.
