PROBLEM TO BE SOLVED: To prevent unauthorized copying utilizing an analog image signal without causing any inconvenience.

SOLUTION: A large blocking section 242 divides a present frame in a digital image signal Vdg1 into a plurality of large blocks. A remainder calculator 244 utilizes a result of detection of a motion vector detector 243 to calculate each of the plurality of large blocks forming the present frame and each of the plurality of remainder large blocks between the large blocks of the present frame and corresponding large blocks in the previous frame. An orthogonal conversion coder 246 generates each of bases of different orthogonal conversion for each of the plurality of remainder large blocks. An orthogonal conversion coder 247 utilizes corresponding one of the bases of orthogonal conversion for each remainder large block to apply orthogonal conversion coding processing to each of the plurality of remainder large blocks. This device is applicable to a device for performing at least any one processing of coding and decoding of image data.
