PROBLEM TO BE SOLVED: To provide a thermoplastic elastomer composition which has rich flexibility and good molding processability, is little sticky, and gives foamed products having good coatability, to provide a method for producing the same, and to provide a foamed product. SOLUTION: This thermoplastic elastomer composition is characterized by mixing dynamically cross-linking a mixture comprising the following components (a), (b) and (c) and then mixing the obtained composition with a component (d). (a) 40 to 99 wt% of an ethylene-α-olefin copolymer consisting mainly of ethylene and a 3 to 12Cα-olefin and having a density of 0.84 to 0.88 g/cm<SP>3</SP>, (b) 1 to 60 wt% [the total amount of (a) and (b) is 100 wt%] of an olefinic resin, (c) a hydrocarbon-based rubber softener in an amount of 0 to 100 pts.wt. per 100 the total amount of the components (a) and (b), and (d) a foaming agent in an amount of 0.1 to 10 pts.wt. per 100 pts.wt. of the total amount of the components (a), (b) and (c).
