PROBLEM TO BE SOLVED: To provide a backbone network for containing therein a plurality of service networks that can efficiently be operated by enhancing a transfer efficiency of control information of the service networks when the control information of the backbone network and information transceived between the service networks via the backbone network are separated, and to provide an information transfer apparatus, an information transfer method and an information transfer program.

SOLUTION: An edge node 2 is configured to include a backbone information processing section that includes the control information of the service network transmitted from the service network 7 into the control information of the backbone network through capsulation and transfers the resulting information to the service network 8.
