PROBLEM TO BE SOLVED: To provide an image forming device forming a high quality image. SOLUTION: A droplet image W corresponding to an image signal is formed on a latent image carrier 61 with droplets. A latent image S corresponding to the image signal is formed on the latent image carrier 61 by the injection charging to the portion of the droplet image W on the latent image carrier 61 by a charge applier 63. That is, only at the position where the droplet image W intervenes at a nip NP, the injection charging to the latent image carrier 61 by the charge applier 63 is carried out, and the latent image S are formed on the latent image carrier 61. Thus, the latent image S which is of the same shape as the shape of the droplet image W corresponding to the image signal is formed on the latent image carrier 61, thereby stably carrying out formation of the electrostatic latent image on the latent image carrier 61.
