PROBLEM TO BE SOLVED: To provide a cleaning blade having superior cleanability and with permanent deformation fully suppressed, and to provide an image forming apparatus having superior cleanability over a long period of time. SOLUTION: The cleaning blade has a rubber layer 6_1, which is placed on the side of a photoreceptor drum 1 and has an edge of a front end pressed to a surface of the photoreceptor drum 1 and has a Young's modulus of≥9.8 MPa and a thickness tu of≥0.2 mm and a plate member 6_2 which is brought into contact with the rubber layer 6_1 from its front end part to its rear end part from the side opposite to the photoreceptor drum 1 and has Young's modulus higher than that of the rubber layer 6_1. They obey a relation given by expression (1) Ep×tp<SP>3</SP>>Eu×tu<SP>3</SP>where Eu is the Young's modulus (MPa) of the rubber layer 6_1; tu is the thickness (mm) of rubber layer 6_1; Ep is the Young's modulus (MPa) of the rubber layer 6_2; and tp is the thickness (mm) of rubber layer 6_2.
