The novelty has an inflatable structure (40) defining an elongated chamber. A valve is positioned at one end of the structure in communication with the chamber. The valve permits inflation of the chamber and prevents deflation of the chamber when the structure is in a static state. A banner (30) is attached along an edge of the structure, where the banner is waved or raised through the structure. An INDEPENDENT CLAIM is also included for a method of manufacturing an inflatable novelty.
