PROBLEM TO BE SOLVED: To easily take out the wheel speed fluctuation component by the antiskid brake control used for a rough road determining device. SOLUTION: The rough road determining device comprises a wheel speed fluctuation operation means to obtain the wheel speed fluctuation of each wheel, an antiskid brake wheel speed fluctuation operation means to obtain the wheel speed fluctuation by the antiskid brake control of each wheel by a first low pass filter to cut the wheel acceleration of each wheel at the blocking frequency lower than the unsprung resonance frequency, a correction means to obtain the wheel speed fluctuation correction value while removing the fluctuation by the antiskid brake control by subtracting the antiskid brake wheel speed fluctuation from the wheel speed fluctuation, and a rough road determining means to determine the rough road based on the wheel speed fluctuation correction value.
