PROBLEM TO BE SOLVED: To provide an on-vehicle device and a management device capable of managing the traveling state of an automobile, such as a motorcycle with high accuracy. SOLUTION: The on-vehicle device 10, mounted on the motorcycle, has a position measuring part 11 and an inclination measuring part 12 and transmits position information and inclination information of the self-vehicle, or the like to the managing device 30 via a radio base station 20. The managing device 30 calculates the coordinate information of the location where the tires of the motorcycle 3 is brought into contact with ground as correction position information for the motorcycle 3, on the basis of the received position information and inclination information. The managing device 30 determines that the motorcycle 3 has toppled over or gone off the course, or the like, on the basis of the correction position information and the inclination information, and returns this result to the on-vehicle device 10 of the motorcycle via the radio base station 20. The on-vehicle device 10 receives the response and indicates the existence of a toppled vehicle, the sliding off the course of the self-vehicle or the like to a rider through a warning display part 15.
