PROBLEM TO BE SOLVED: To provide an elastic conductive wheel capable of effectively realizing excellent conductivity, and a method for favorably manufacturing the elastic conductive wheel. SOLUTION: When integrally forming a conductive tire member 14 on an outer circumferential surface of a wheel member 12 by using a rubber material with a nickel-plated carbon fiber 24 being blended therein, burrs 44 generated on the outer circumferential surface of the conductive tire member 14 are cut and removed to form a projecting ground contact surface, and a conductive caster 10 is formed by allowing at least a part of the carbon fiber 24 to be exposed to the ground contact surface at a burr-removed part.
