PROBLEM TO BE SOLVED: To provide a device for controlling an internal combustion engine by utilizing detected combustion ratio in a combustion chamber to improve operation conditions of the internal combustion engine having difference between solid bodies and secular change. SOLUTION: In this controller for the internal combustion engine provided with a control means for changing operation conditions of the internal combustion engine 1 so that combustion ratio in the combustion chamber 3 when a crank angle of the internal combustion engine 1 is a predetermined reference crank angle agrees with reference combustion ratio fixed by corresponding to the reference crank angle, at least either of the reference crank angle and the reference combustion ratio is calibrated to improve operation conditions of the internal combustion engine 1 in which difference between solid bodies and secular change exist.
