PROBLEM TO BE SOLVED: To suppress an increase in the generated amount of NOx due to shortage of air amount when an engine is operated in a lean burn state by the addition of hydrogen in a controller of a hydrogen addition internal combustion engine. SOLUTION: An intake air amount is controlled by an air amount control means 36 so that an excess air ratio becomes a target excess air ratio in lean burn operation, and it is determined whether an actually suppliable air amount is short or not to an excess air amount necessary for realizing the target excess air ratio by a determination means 70.
