PROBLEM TO BE SOLVED: To provide a toner and a developer simultaneously satisfying a charging property, a developing property, a transfer property and a cleaning stability over time even if the toner is made spherical and reduced in particle diameter, by controlling fine unevenness on the surface of toner base particles, and to provide a developing device and an image forming apparatus using them. SOLUTION: The toner comprises at least a binder resin and a colorant, wherein the toner base particles of the toner have (1) a surface roughness Ra of 18-50 nm and (2) a standard deviation RMS of the surface roughness of 0.5-9.9 nm.
