While recording video information on a two-layer recording disc (2) in real time, a decision is made whether alteration of layer is required or not. If a decision is made that alteration of layer is required, a video data sequence (21C) arranged with a closed GOP (22) at the head is generated and recorded in a recording area of the second layer of the two-layer recording disc (2) immediately after layer alteration. Consequently, the closed GOP (22) is arranged at the head of recording area of the second layer at all times.
