<P>PROBLEM TO BE SOLVED: To provide a compression coding device, a compression coding program, a decoding device, and a decoding program, which reduce processing at the time of the conversion of an image size and allow information transmitted from a transmission side to be effectively utilized. <P>SOLUTION: A compressing coding device 1 converts an image size of an inputted input image so that it is adapted to a display size of a display screen when decoded and displayed, and adjusts the input image to a preliminarily determined coded image size capable of being coded and codes the input image.
