PROBLEM TO BE SOLVED: To reduce a communication charge in a report system for carrying out not only reporting with emergency to a report destination but also reporting without emergency to the report destination. SOLUTION: On the generation of particular information (presence/absence information) determined to be information without emergency but reported to the report destination (YES in S101), the particular information is stored to a storage means by each house, and in this case, when the particular information is already stored, the particular information in the newest state is overwritten to the stored information so as to update the stored information comprising newest data at all times (S111). When a report factor as to information other than the particular information, that is, emergency warning takes place (NO in S101) and the information is attached with crime-prevention information (YES in S103), the warning information and the newest particular information only stored in the storage means are transmitted to a center (steps S104 to S110).
