PROBLEM TO BE SOLVED: To model motions of a crowd of people in an acting area of the crowd.

SOLUTION: This method comprises reading data from an individual behavior history database storing behavior history of the crowd in the acting area; generating a movement frequency database showing movement frequency between unit areas constituting the acting area; reading data from an area attribute database storing area attributes of the unit areas, an area-to-area attribute database storing an area-to-area attribute as the attribute between the unit areas, and the movement frequency database, respectively; and estimating a movement frequency model having the area attribute and the area-to-area attribute as input and having the movement frequency as output.
