PROBLEM TO BE SOLVED: To prevent integration windup, and to apply a conventional parameter adjusting method or an automatic adjusting function. SOLUTION: This controller comprises control deviation calculating parts 23-1 to 23-3 for calculating control deviations; a control deviation converting part 26 for converting three control deviations into values obtained by linearly connecting the respective control deviations by a status quantity conversion matrix; weighting factor setting parts 27-1 to 27-3 for multiplying the respective converted control deviations by corresponding weighting factors; an inverse matrix reconverting part 28 for reconverting the respective control deviations multiplied by the weighting factors by the inverse matrix of the state quantity conversion matrix; control arithmetic parts 25-1 to 25-3 for calculating the manipulated variables of each control loop on the basis of the respective reconverted control deviations and status quantity filtering setting value calculating parts 29-1 to 29-3 for operating filtering processing for suppressing rapid fluctuation to the status quantity setting values to be input to the control deviation calculating parts 23-1 to 23-3.
