PROBLEM TO BE SOLVED: To provide a comparator which can easily make the threshold converge having a simple configuration, and to provide an apparatus and a method of processing signals that uses the comparator. SOLUTION: If a sensor input changes from the high-level side of the threshold to the low-level side of the threshold at a time t10, the threshold transfers to the high-level side. Since the threshold shifts to the high-level side in the direction hard to reverse the threshold to the moment that the sensor input exceeds the threshold to the low-level side, even if noise is superimposed immediately after the time t10, it can be made less likely to invert. The threshold is changed stepwisely so that the threshold must approach the set point, gradually before the sensor input reverses the direction of the variance to the high-level side from the low-level side. When the number of the significant bits of the threshold is to be lessened, even if the threshold does not reach the set point, the amount of variation ends up being 0.
