<P>PROBLEM TO BE SOLVED: To prevent transfer omission due to toner with external additives embedded therein after low printing density intermittent printing is made in an image forming apparatus of an electrophotographic system. <P>SOLUTION: The image forming apparatus of a type to scan a photoreceptor electrostatically charged by an electrostatic charging means by a laser modulated on the basis of a binarized image signal, and to develop the latent image formed on the photoreceptor by a developing means, includes: a means for storing a page counter at the time of exchanging the photoreceptor; a means for calculating the number of the used printing pages from the time of replacing the photoreceptor; and a means for storing the number of revolutions of the photoreceptor from the time of replacing the photoreceptor. The apparatus is characterized in that when the ratio No/Np of the number No of revolutions of the photoreceptor and the number Np of the used printing pages, and the printing density are under the prescribed conditions, the bias voltage in the initial period of the developer is increased.
