PROBLEM TO BE SOLVED: To provide a technology capable of suppressing copying of analog data by deteriorating subsequent decoding results of similar coding and decoding when repeating a series of processes for digitizing and coding analog data and then decoding the digital coded data obtained.

SOLUTION: A reference image extract section 51 sets a reference image, which is set at a prescribed interval to a series of received images, supplies the reference image to a reference image coding section 52, and supplies the other images to a difference image generating section 54. The reference image coding section 52 codes the received reference image by the ADRC (Adaptive Dynamic Range Coding) or the like. A reference image decoding section 63 decodes a result of the coded reference image and supplies a result of the decoding to the difference image generating section 54. The difference image generating section 54 generates a difference image between the images other than the reference image and a generated image being a result of coding/decoding of pixels of one preceding frame. A difference image coding section 52 codes the difference image by using the DCT (Discrete Cosine Transform) or the like. A difference image decoding section 56 decodes a result of coding of the difference image. The technology disclosed herein can be applied to video recorders.
