PROBLEM TO BE SOLVED: To provide a unique process for making a harmfull waste material "sulfuric acid pitch" produced as a byproduct when light oil is produced from heavy oil, waste oil or the like into a harmless resource safely and at a low cost. SOLUTION: In this process, a fine powder such as quick lime, slaked lime, calcium carbonate, iron oxide, silica, aluminum oxide and magnesium oxide is mixed with the sulfuric acid pitch together with zeolite, an alkaline aqueous solution or the like in a proper ratio and in turn to be crushed into a nanoparticle state. Thus, the synergistic effect of a mechanochemical reaction and a neutralization reaction arises, sulfuric acid is neutralized to become calcium sulfate (gypsum), an aromatic hydrocarbon and a sulfur-containing compound included in a tar content and an oil content are decomposed/extinguished, a harmful heavy metal ion forms ferrite to be made insoluble, toxic organic fluorine and chloride are mineralized as a calcium salt, and finally all harmful substances are detoxified.
