PROBLEM TO BE SOLVED: To solve problems such that in vegetation planting, since germination rate is only 50-70%, total redoing may be required, and maintenance and control such as irrigation and additional fertilization, etc., performed until then may become useless, and also since the hazard prevention effect and environment maintenance effect increase with the growth of the plants, the effects become hardly obtainable. SOLUTION: This method for forming seeds for sowing comprises a process of filling the seeds in a rotary drum equipped with many penetrated holes in its circumferential surface and installed in an aquarium having water-feeding and discharging function, a process of filling water in the aquarium 3 and agitating with an agitating blade installed at the rotary drum, a process of discharging water in the aquarium, and a process of dehydrating by the rotation of the rotary drum 4 and feeding water into the aquarium.
