PROBLEM TO BE SOLVED: To establish a heat-insulating composite panel for a membrane type liquified natural gas tank and its manufacturing method by which a polyurethane foam molding and a barrier material can be simply and efficiently integrated with each other, and also, simplification of manufacturing processes and reduction of manufacturing costs can be realized. SOLUTION: The heat-insulating composite panel 3, which is composed of a complex of a liquid-tight and air-tight barrier material 1 with a glass fiber reinforced hard polyurethane foam 2 integral with the barrier material 1, is used as a heat-insulating wall material installed inside a hull when a membrane type tank is provided. A long glass fiber mat layer 7 is superposed on one face of the barrier material 1 before the foam molding via an adhesive layer. The long glass fiber mat layer 7 is foamed in a state of impregnating a urethane resin material into the long glass fiber mat layer 7. The glass fiber reinforced hard polyurethane foam 2 is formed in a state that the long glass fiber 7a is uniformly dispersed in foamed polyurethane. The heat-insulating composite panel 3 can be obtained by cutting off superficial skin layers 2a, 2b, and 2c of the glass fiber reinforced hard polyurethane foam 2 other than the bonding face with the barrier material 1.
