PROBLEM TO BE SOLVED: To perform scheduling which can reduce the interference given to adjacent cells, as much as possible. SOLUTION: A control station device assigns communication slots, each of which is specified by one or more time channels determined by a fixed time length and one or more frequency channels determined by a fixed frequency band, to respective terminal devices being control objects and causes each terminal device to perform up-link communication. The control station device includes reception parts (700 and 701) which receive information, including location information of respective terminals devices from the terminal devices; a scheduling part (712), which forms groups of terminal devices on the basis of received location information of the terminal devices and assigns communication slots of the same time channel or the same frequency channel to terminal devices, belonging to the same group and generates communication slot assignment information; and a transmission part (714) which transmits the generated communication slot assignment information to respective terminal device.
