Redundant information and transmission information formed by overhead information in n (n is an arbitrary natural number) sub-frames are divided into n1 (n1 is a natural number smaller than n) sub-frames and n2 (n2 is a natural number satisfying n1 + n2 = n) sub-frames. The n1 sub-frames are subjected to block encoding for each m1 (m1 is a factor of n1) sub-frames so as to generate a first error correction code. The n2 sub-frames are further subjected to block encoding for each m2 (m2 is a factor of n2) sub-frames so as to generate a second error correction code.
