PROBLEM TO BE SOLVED: To prevent failure such as the jamming of bills by eliminating crimps, wrinkles or the like of carried bills in a bill stacker mechanism for sequentially stacking bills carried from a bill carrying device one by one at a random interval. SOLUTION: A bill stacker means moves the bills (M) to a secondary storage part (172) deviating from a carrying path by temporarily carrying the bills to a primary storage part (143) by the rotational friction force of a rotational impeller (110) being an introducing means and making a reciprocable pushing-out plate (150) press the bill in the primary storage part. Since the bills aligned in the secondary storage part are not affected by the carrying action of the rotational impeller, the occurrence of crimps, wrinkles or the like is prevented so that the jamming of the bills or the like can be prevented when the bills are carried out.
