PROBLEM TO BE SOLVED: To reduce the number of parts to facilitate assembly by allowing a base member 23 to be turned in every direction without using a pivot, and connecting the base member 23 and a mounting member 24 in a chain state. SOLUTION: An engaging part 27 is provided at the upper face of the groundable base member 23, and the mounting member 24 mounted to a post 10 is provided with a mounting part 33 connected in the chain state to the engaging part 27 of the base member 23.
