PROBLEM TO BE SOLVED: To provide a toner which eliminates an excess maldistribution to the surface of a pigment and with which image quality of sufficient image density can be obtained while developability, transferability, and fixability are assured, an image forming apparatus, an image forming method, and a process cartridge, and to provide an image forming apparatus which is sufficiently high in the electrostatic chargeability of the toner, is satisfactory in the rise property of the electrostatic charge, is less in toner spent to carriers, etc., even if outputting of the tens of thousand sheets of the images is performed, can maintain high electrostatic chargeability and fluidity, reduces scumming (fogging), and makes it possible to obtain the substantial image density, an image forming method, and a process cartridge. SOLUTION: The electrostatic charge image developing toner comprises host particles containing at least a colorant and resin and having a form of carrying an electrostatic charge control component on the surface and an inorganic oxide particulates.
