PROBLEM TO BE SOLVED: To provide a radio base station equipment in which the number of control channels can be increased/decreased more certainly depending on the traffic of the control channel, and to provide number of channel controller and control method. SOLUTION: The radio base station equipment performs radio communication with a radio communication terminal through a plurality of telephone conversation channels for use in communication, and a control channel for transmitting/receiving control information of connection with the radio communication terminal. The radio base station equipment stores control channel management data indicating at least the time for altering the number of control channels and alters the telephone conversation channel to the control channel based on the control channel management data.
