PROBLEM TO BE SOLVED: To provide a water-based adhesive composition for floor materials, having good adhesiveness to floor materials such as a floor sheet and a floor tile which comprise raw materials such as polyvinyl chloride, and excellent in environmental problems such as sick house syndrome in construction and after living in. SOLUTION: The water-based adhesive composition for floor materials comprises a urethane-modified acrylic resin-based emulsion (A) and an acrylic resin-based emulsion (B), wherein the urethane-modified acrylic resin-based emulsion is obtained by mini-emulsion polymerization method by using an emulsifier comprising ethylenically unsaturated monomer composed mainly of (meth)acrylic alkyl esters, a curable group-containing unsaturated monomer, a urethane resin and a tackifier.
