PROBLEM TO BE SOLVED: To enable to always ignite at ideal timing even under a situation of large rotation speed fluctuation in relation to an ignition timing control device for an internal combustion engine. SOLUTION: This device acquires information relating to an operation condition of the internal combustion engine including rotation speed at intake valve closing timing or predetermined timing after valve closure, and calculates torque acting on a crank shaft of the internal combustion engine at information acquisition timing based on acquired operation condition information. Change of rotation speed from information acquisition timing to predetermined virtual ignition timing is estimated based on acquired operation condition information and torque calculated based on the same.
