PROBLEM TO BE SOLVED: To provide a shutter open-and-close device applicable to a shutter of any size to be installed and detecting all obstacles with high sensitivity in both of their up-and-down operations. SOLUTION: In a shutter open-and-close device, a control means 7 controlling the safety of shutter opening and closing operation compares detected torque values outputted from a torque detection means 12 with reference values set up at first and second setting parts 8, 9, and determines the existence of an obstacle if the detected torque value exceeds a reference value. Different reference toque values are set up at the setting parts 8, 9 when a shutter performs up and down operations. If these torque values are set up slightly higher than the maximum ones, obstacles can be detectable with high sensitivity in both of the shutter up and down operation. In addition, a plurality of set torque values U1 to Un for shutter up operation and D1 to Dn for its down operation at several operation stages, which correspond to the maximum torque values Tumax, Tdmax for up and down operations by the several different sizes of shutters, are stored in the first and second setting parts 8, 9.
