PROBLEM TO BE SOLVED: To provide a system for forming a composite structure, which can replenish a raw material without stopping discharging aerosol, and to provide a method for forming it. SOLUTION: The system for forming the composite structure made of a structure consisting of fine particles dispersed in a gas in an aerosol and of a substrate, by colliding the aerosol to the substrate, comprises: an accommodation mechanism for accommodating the fine particles; an aerosolation mechanism for dispersing the fine particles into the gas to form the aerosol; a feeding mechanism for feeding the fine particles from the accommodation mechanism to the aerosolation mechanism; a pressure-intercepting mechanism for intercepting the flow of the gas between the accommodation mechanism and the aerosolation mechanism; a gas-feeding mechanism for feeding the gas to the aerosolation mechanism; and a discharge port for jetting the aerosol toward the substrate.
