PROBLEM TO BE SOLVED: To prove that participants have cooperated signature production, and confirm how many of them can prove their cooperation with their signatures by using an electronic signature technology with threshold, and to prevent information of a secret key paired with a public key registered at a public organization from leaking by using a disposable secret key (second secret key). SOLUTION: Evidence of signatories is previously recorded, and the evidence of signatories is published when it is necessary to prove cooperation of the signature production, then the evidence is confirmed. At least one dummy public key to a participating device which does not cooperate the signature production is generated, and the electronic signature is generated by using the dummy public key as well. Moreover, two kinds of pairs of the secret keys and the public keys are generated, and at least one dummy public key to the second pubic key is generated with a dummy key generation device. The first and the second signatures are generated by using the first and the second public keys for each participating device, or the signature is generated by using the second secret key related to the first secret key to verify the signature.
