Arrangement comprises a number of moistened cosmetic fleece-based pads having a fiber structure of stack fibers which are individually moistened and have uniform moisture content within the arrangement. The difference of the average moisture content of the pads arranged in the upper and in the lower quarter of the stack is not more than 30 % of the average moisture content of all the pads of the stack.
