PROBLEM TO BE SOLVED: To provide a dye-sensitized solar battery surely manifesting a high photoelectric conversion rate even if baked at a low temperature when forming a photo-electrode layer by using a semiconductor material. SOLUTION: The amount of water added to an effective surface area 100 m<SP>2</SP>of a semiconductor fine particle is restrained in 0.15 to 1.50 g. A suitable amount of an acetic acid is added, the acetic acid is adsorbed on the surface of the crystal of the semiconductor material, and pH in paste is lowered by a hydrogen ion released from the acetic acid. By this, low pH is maintained. Curing at 200°C or lower is enough for forming a photoelectric layer 1 since the crystal of the semiconductor material fuses with high efficiency, therefore, it is not necessary to bake, for example, in such a high temperature of 480°C, and such a material interrupting the movement of an electron is not remained between the crystal of the semiconductor material since any non-conductive material is not used. When forming the photo-electrode layer 1 by using the semiconductor material, surely high photoelectric conversion efficiency can be exhibited even if it is cured at low a temperature.
