PROBLEM TO BE SOLVED: To effectively use an empty region to be generated in a certain file system from another file system without partition-dividing an area on a recording medium shared by a plurality of file systems for each file system. SOLUTION: This file system is provided with a low order file system for managing a recording medium, and for directly recording and reproducing data for the recording medium and a plurality of high order file systems for dealing with the low order file system as a virtual recording medium. Also, the high order file system is provided with a conversion means for converting the recording/reading operation for the storage medium into the recording/reading operation of the low order file system for the plurality of files to be managed by the file management means.
