PROBLEM TO BE SOLVED: To provide a through sleeve for fire-proofing and covering a steel frame, which can be firmly mounted in a beam penetration portion without wobbling, is generally applicable and so that mountable in a beam through hole of a different-diameter aperture, and facilitates locational adjustment thereof. SOLUTION: The fire-proofing and covering through hole has screw bolts 3 which protrudes outward from an external surface of the sleeve along a circumferential direction at a plurality of locations, bent plates 4 each having an L-shaped cross section, which are attached to the sleeve by allowing each screw bolt 3 to pierce a one-side flange 4a thereof, and nut members which are screwed onto each screw bolt on both sides of the one-side flange 4a. When the through sleeve is mounted in a through hole 2a formed in the steel beam 2, the location of the bent plate 4 having the L-shaped cross section is adjusted in the vicinity of an inner peripheral edge of the through hole 2a, and the inner peripheral edge of the through hole 2a is pinched by the screw bolt 3 and the other-side flange 4b of the bent plate 4, to thereby fix the through sleeve to the through hole.
