PROBLEM TO BE SOLVED: To provide a transfer belt for an image forming apparatus which does not give rise to density unevenness and white omission, by the measurement of microscopic electrical properties. SOLUTION: By a discharge unevenness observation device observing the discharge light generated between a sample sheet 1 and a transparent electrode 3 grounded by applying a voltage from the outside to an electrode 2 on which the sample sheet 1 is placed, the discharge unevenness when the perpendicular electric field less than the dielectric breakdown electric field of the sample sheet 1 is applied, is observed. The discharge unevenness so small as the local discharge area of a size greater than 5 mm<SP>2</SP>does not exist, is decided as the satisfactory transfer belt in which neither the density unevenness nor the white omission occurs.
