PROBLEM TO BE SOLVED: To allow application of a penetration inspection liquid and cleaning of the inspection liquid with respect to a turbine rotor shroud without manual work. SOLUTION: A movable member 21 is movably provided on a guide bar 20 extending along a turbine rotor A. The movable member 21 is provided with a penetration inspection liquid spraying nozzle (not shown) for spraying the penetration inspection liquid to an outer peripheral surface of the shroud D and with a spreading air nozzle (not shown) for sending compressed air to the outer peripheral surface of the shroud D to spread and uniform the penetration inspection liquid. A movable member 21B is movably provided on a guide bar 22B extending along the turbine rotor A. The movable member 21B is provided with a cleaning liquid spraying nozzle (not shown) for spraying cleaning liquid for washing away the penetration inspection liquid and with a drying air nozzle (not shown) for sending air to and drying the outer peripheral surface of the shroud D where the cleaning liquid is attached.
