PROBLEM TO BE SOLVED: To provide a video signal processing apparatus capable of generating a clock line represented by a first number of bits on the basis of reference data represented by a second number of bits smaller than the first number of bits. SOLUTION: The video signal processing apparatus reproduces a video signal on which a closed caption signal is superimposed. The apparatus has a storage unit in which the clock line indicating the presence or absence of the closed caption signal and represented by the first number of bits required for video signal processing is converted into the reference data represented by the second number of bits smaller than the first number of bits and stored; a detecting unit for detecting whether or not the closed caption signal has been superimposed within a predetermined horizontal scanning period; a generating unit for generating the clock line from the reference data on the basis of a result of detection at the time of detection by the detecting unit; and a control unit for adding the clock line generated in the generating unit to the video signal.
