CONVERTING DEVICE OF COMPRESSION ENCODING BIT STREAM FOR MOVING IMAGE AT SYNTAX LEVEL AND MOVING IMAGE COMMUNICATION SYSTEM

摘要

PROBLEM TO BE SOLVED: To provide a device for solving the problem that a moving image decoding device can not normally perform decoding any more by the existence/absence or the like of usage of an encoding tool even when one and the same type of moving image compression-encoding system is mounted in a moving image encoding device and the moving image decoding device.

SOLUTION: Not by decoding an encoded bitstream to once decode it up to a moving image signal and reencoding it to generate an encoded bitstream but by converting the encoded bitstream at a syntax level, an operating amount is reduced and the moving image decoding device can normally perform decoding without depending on the existence/absence or the like of usage of the encoding tool.
