<p><P>PROBLEM TO BE SOLVED: To provide a settlement system which monitors the environment of a vehicle and applies a discount service according to the environment of the vehicle to a user. <P>SOLUTION: The settlement system 1 comprises a vehicle information management device 11 provided in the lead vehicle or terminal vehicle of a train 10 to acquire the environment of the vehicle; an automatic ticket gate 31 arranged in a ticket gate of a station 30 and examining the fare of the train 10 used by a user 20; and a center 41 set in an information management room 40 and communicating with the vehicle information management device 11. The vehicle information management device 11 records the environment of each vehicle of the train 10 as vehicle environmental information to a noncontact IC card 21 carried by the user 20 by radio communication. The automatic ticket gate 31 performs processing based on the vehicle environmental information.
