<p><P>PROBLEM TO BE SOLVED: To provide a method and apparatus for concealing a moving picture errors, capable of reducing deterioration in the image quality due to the change in the image quality as seen from the standpoint of time. <P>SOLUTION: An error block specifying section 2 specifies a region that has not correctly been decoded in the unit of macro blocks, on the basis of block decoding information b. An error concealment section 8 carries out error image concealment processing for macro blocks specified as not being correctly decoded. A reliability discriminating section 9 determines the reliability, on the basis of a discrimination result of the error in units of macro blocks. A filter strength determining section 10 determines the filter strength applied to a reproduced image g so as to place a limit on the difference of the image quality to be a prescribed value or smaller between macro blocks (MBs), spatially and temporally adjacent to each other on the basis of the reliability obtained by the reliability discriminating section 9 in units of macro blocks.
