PROBLEM TO BE SOLVED: To provide a technology whereby a transmission device and a receiver can select a combination of radio and a power line in an optimum mode in the case of carrying out communication using both the radio and the power line in one and the same frequency band. SOLUTION: When a timer 171 in the transmission device 100 counts a prescribed time interval or a communication state detection section 172 detects a defective communication, an inspection timing detection section 173 detects a timing when an inspection signal is to be outputted. An inspection signal reception section 274 of the receiver 200 receives the inspection signal transmitted from an inspection signal transmission section 174 and a reception state decision section 275 uses the inspection signal for its inspection object. An inspection result transmission section 276 returns a result of the inspection to the transmission device 100 and an inspection result reception section 176 receives the result.
