PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which suppresses occurrence of an abnormal image by suppressing generation of ozone, NOx, etc., in charge as a defect in a conventional charging system, and which enables formation of an excellent electrostatic latent image and an image forming apparatus by suppressing deterioration of imaging members around the photoreceptor, and to provide an image forming apparatus using the photoreceptor and a process cartridge having good suitability to handling and capable of achieving compact design. SOLUTION: The electrophotographic photoreceptor is used in an image forming method including at least a step of subjecting the photoreceptor to image exposure and a step of applying a voltage to the photoreceptor through a conductive voltage applying member kept in contact with the photoreceptor during or after the image exposure to form an electrostatic latent image having the same polarity as the applied voltage on the photoreceptor. The electrophotographic photoreceptor has on a conductive support at least a photosensitive layer and a photo charging layer containing at least a charge generating material which generates charges on the image exposure, wherein the photo charging layer is present in a surface of the photoreceptor.
